Chris Mason, BBC political editor<\/div>\n<div class=\"ssrcss-84ltp5-Text e8mq1e910\">BBC Politics<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-jlwt2c-Divider e8mq1e915\"><\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><b class=\"ssrcss-hmf8ql-BoldText e5tfeyi3\">The work and pensions secretary has refused to commit to raising the state pension to match official overall earnings figures.<\/b><\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Under the government&#8217;s triple lock pledge, next year&#8217;s pensions are meant to rise by the highest of 2.5%, prices, or average wages.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Data released earlier suggested this was likely to be 8.5%, the average wage figure for the summer months.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But Mel Stride said he could not commit to using it for the calculation. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Speaking to BBC Radio 4&#8217;s The World At One, he added the government remained &#8220;committed&#8221; to the triple lock promise. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But he said he was &#8220;not going to get into the mechanics&#8221; of the official process to work out the increase, which begins later this autumn. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"unordered-list-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<div class=\"ssrcss-1o5f7ft-BulletListContainer e5tfeyi0\">\n<ul role=\"list\">\n<li>What is the state pension and the triple lock?<\/li>\n<li>State pension set to rise by 8.5% in April<\/li>\n<li>Labour cautious about promising pension triple lock<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The 8.5% earnings figure is likely to be the highest of the three benchmarks this year. It would make the new flat-rate state pension \u00a3221.20 a week, or \u00a3169.50 a week for the full, old basic state pension.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, it is understood officials are looking at using a lower figure for earnings, by stripping out the effect of bonuses to public sector workers. The figure excluding bonuses is 7.8%.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Traditionally, the figure for May to July, including bonuses, is used for calculating pensions rises under the triple lock for the following April.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">This year&#8217;s average, however, has been boosted by one-off awards to settle public sector pay disputes. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In his Radio 4 interview, Mr Stride said there was &#8220;clearly is a difference&#8221; in the effect of bonuses on the figure &#8211; but the final decision would be made as part of the legal review this autumn.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He also admitted the triple lock, which has featured in both main parties&#8217; election manifestos, is unsustainable in the &#8220;very, very long term&#8221;.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;But of course what I&#8217;m dealing with is now &#8211; and where we stand at the moment &#8211; is we remain committed to the triple lock,&#8221; he added.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 tabindex=\"-1\" id=\"Manifesto-questions\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\"><span role=\"text\">Manifesto questions<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Earlier, Labour&#8217;s deputy leader Angela Rayner refused to promise the triple lock would feature in her party&#8217;s manifesto ahead of the next general election, expected next year.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She told BBC Breakfast: &#8220;We will have to see where we are when we get to a general election and we see the finances&#8221;.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Prime Minister Rishi Sunak has also refused to say whether it will be in the next Conservative election manifesto. Mr Stride has previously said it &#8220;almost certainly&#8221; would be.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Both parties have committed to maintaining the triple lock at every election since the Conservative-Lib Dem coalition government first made the pledge in 2010.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Rising inflation over the past year has made the promise more expensive for the government to maintain, whilst the UK&#8217;s ageing population has raised questions over its long-term viability.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The government&#8217;s pointed refusal to commit to match the overall earnings figure and instead toy with a figure that discounts some one-off payments would save hundreds of millions of pounds. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">But critics could accuse ministers of breaking the spirit of the triple lock. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 tabindex=\"-1\" id=\"Runaway-train\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\"><span role=\"text\">&#8216;Runaway train&#8217;<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In the near term, neither the Tories nor Labour are committing to maintaining the triple lock after the election.
