It has taken decades to get to this
\npoint \u2013 and that has been a big frustration for campaigners.<\/p>\n

In other countries – from France to
\nJapan – investigations into the medical disaster were completed many years ago.
\nIn some cases, criminal charges were brought against doctors, politicians and
\nother officials.<\/p>\n

There have been previous inquiries.
\nOne was led by Labour peer Lord Archer of Sandwell and was privately funded.<\/p>\n

But it held no official status and
\nwas unable to compel witnesses to testify or require the disclosure of
\ndocuments.<\/p>\n

Meanwhile, the Penrose Inquiry, a
\nseven-year investigation launched by the Scottish government, was criticised as
\na whitewash when it was published in 2015.<\/p>\n

Greater Manchester Mayor and former
\nhealth secretary Andy Burnham claimed in the House of Commons in 2017 that a
\n“criminal cover-up on an industrial scale” had taken place.<\/p>\n

The government only announced there
\nwould be an inquiry when it faced a possible defeat on an emergency motion to
\nestablish an inquiry.<\/p>\n

The then-Prime Minister Theresa May
\nordered this UK-wide public inquiry in the summer of 2017.<\/p>\n
