Chancellor Rachel Reeves told the BBC.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">James Smith, research director at the Resolution Foundation think tank which aims to improve living standards for low-to-middle income families, agreed. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Even if it doesn&#8217;t show up in pay packets from day one, it will eventually feed through to lower wages,&#8221; by the end of the parliament.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In its general election manifesto, Labour promised not to increase taxes on &#8220;working people&#8221; &#8211; explicitly ruling out a rise in VAT, National Insurance or income tax.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The pledge has come under scrutiny, with some claiming that Labour have broken it with the rise in employer&#8217;s National Insurance Contributions (NICs), something the government has denied.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Budget has sparked a debate over how much of the tax rise firms can absorb.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Office for Budget Responsibility (OBR) forecasts that by 2026-27, some 76% of the total cost of the NICs increase will be passed on through a squeeze on workers&#8217; pay rises and increased prices.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The OBR expects that as a result of the Budget, average household income &#8211; which includes the impact of tax changes directly and indirectly, and benefits &#8211; with price rises taken into account &#8211; will have grown by just \u00a313 over the past two decades, according to the Resolution Foundation.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"subheadline-block\" class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\">\n<h2 id=\"Same-silly-games\" tabindex=\"-1\" class=\"ssrcss-pbttu9-Heading e10rt3ze0\"><span role=\"text\">&#8216;Same silly games&#8217;<\/span><\/h2>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Institute for Fiscal Studies (IFS) said the rise in employer NICs will affect larger firms hiring people on low wages the most, and could lead to fewer minimum wage jobs being available in future.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It also warned that lower pay rises could mean the measure raises significantly less than a forecast \u00a325bn.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It highlighted a forecast by the OBR that it could end up raising &#8220;just&#8221; \u00a316bn if, for example, businesses award smaller wage rises.   <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Paul Johnson, head of the IFS, also warned of likely further spending and tax increases part way through the parliament.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">He accused the chancellor of playing the &#8220;same silly games&#8221; as previous governments by &#8220;pencilling in implausibly low spending increases for the future in order to make the fiscal arithmetic balance&#8221;.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;I suspect we\u2019ll end up with even more spending, possibly considerably more spending than is currently planned,&#8221;
