chancellor.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">A number of measures from the yearly tax and spending plan had already been announced in the days leading up to the statement.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Other measures have been revealed by accident after the UK&#8217;s budgetary watchdog mistakenly published its official forecast early.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Here is a summary of what we know so far.<\/p>\n<\/div>\n<p><h2 class=\"sc-f98b1ad2-0 gXmhTb\">Personal taxation<\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 dPVOKT\">\n<ul class=\"sc-6f869981-0 diUlgm\">\n<li class=\"sc-734a601e-0 cRgahm\">National Insurance (NI) and income tax thresholds frozen for extra three years beyond 2028, dragging more people into higher bands over time<\/li>\n<li class=\"sc-734a601e-0 cRgahm\">Amount under-65s can put into cash Isas (Individual Savings Accounts) capped at \u00a312,000, with the rest of the \u00a320,000 allowance reserved for investments<\/li>\n<\/ul>\n<\/div>\n<p><h2 class=\"sc-f98b1ad2-0 gXmhTb\">Wages, benefits and pensions<\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 dPVOKT\">\n<ul class=\"sc-6f869981-0 diUlgm\">\n<li class=\"sc-734a601e-0 cRgahm\">Cap limiting households on universal or child tax credit from receiving payments for a third or subsequent child to be scrapped from April<\/li>\n<li class=\"sc-734a601e-0 cRgahm\">Legal minimum wage for over-21s to rise 4.1% in April, from \u00a312.21 to \u00a312.71 per hour<\/li>\n<li class=\"sc-734a601e-0 cRgahm\">Rate for 18 to 20-year-olds to go up 8.5%, from \u00a310 to \u00a310.85 per hour, as part of a plan to establish a single rate for all adults<\/li>\n<li class=\"sc-734a601e-0 cRgahm\">Basic and new state pension payments to go up by 4.8% from April, more than the current rate of inflation, under the &#8220;triple lock&#8221; policy<\/li>\n<li class=\"sc-734a601e-0 cRgahm\">Help to Save scheme, which offers people on universal credit a bonus on savings, extended and expanded beyond 2027<\/li>\n<\/ul>\n<\/div>\n<p><h2 class=\"sc-f98b1ad2-0 gXmhTb\">Housing and electric vehicles and plug-in hybrid cars to be introduced from 2028 <\/li>\n<li class=\"sc-734a601e-0 cRgahm\">Regulated rail fares for journeys in England frozen next year for the first time since
